Project Details:
This project represents the commercial-scale deployment of our Wi-SUN solution in Brazil. As the largest-scale AMI project in Latin America, it also marks the power utility’s very first engineering application of the AMI Wi-SUN solution, serving as a significant milestone for both organizations.
The power utility is a Brazilian state-owned enterprise (SOE). Boasting billions of dollars in annual revenue and hundreds of millions in net profit, the company employs over 5,000 people and serves more than 5 million customers across 390+ cities. It is widely recognized as the most operationally successful company among Brazil’s public power authorities, maintaining exceptionally strict controls over suppliers and bidding processes.
Phase I involves over 400,000 meters; Haixing won the contract, with deliveries commencing in August 2020.
Phase II scales up to more than 500,000 meters, which was also awarded to Haixing, with deliveries starting in August 2022.
Phase IV covers over 100,000 meters, with the delivery timeline beginning in December 2024
Phase IV Supplemental Expansion: The quantity reaches nearly 200,000 units, with the contract signed on April 30, 2025. Combined with other supplemental contracts, the cumulative total has reached the supply and installation of over 1.3 million smart meters. Over 2,000 sets of APs, Relays, network installation auxiliary materials, meter equipment installation auxiliary materials, and CBB modules; over 5,000 sets of Gateway (GE) backhaul devices, backhaul repeaters, and the supply and installation of backhaul device installation auxiliary materials; a full-suite turnkey solution covering MDC and NMS system deployment plus operation and maintenance (O&M).
Covering over 100 cities across the state of Paraná, with a cumulative contract value exceeding hundreds of millions of BRL.

Customer Pain Points:
Through this smart grid retrofit, the project aims to establish an industry benchmark for smart metering while significantly reducing grid operation and maintenance (O&M) costs.

Client Challenges:
Funded entirely by the utility’s own capital, this smart grid retrofit project aims to establish an industry benchmark for smart metering while reducing grid operation and maintenance (O&M) costs.

Project Value:
(1) Product Value: It serves as another supplemental expansion and innovation for the utility’s Phase I, II, and IV projects, utilizing a dual-mode 4G + Wi-SUN communication solution.
(2) Market Value: It further solidifies Haixing’s market presence in the state of Paraná, Brazil, successfully expanding our overall market share.
(3) Customer Value: It provides a brand-new solution for the customer’s smart metering backhaul. This project is not only an extension of our historical cooperation but also serves as the cornerstone for a long-term strategic partnership.
